Obtaining a Gambling License in Uganda

The 2019 moratorium on new licences still stands, so the only way in is acquiring or partnering with a licensed Ugandan entity. We help you identify a target and manage the acquisition.

Key consideration: A moratorium on NEW licences has stood since 2019, so entry is by acquisition only. Minimum age is 25, and NITA-U + NCEMS connection are required.

Uganda is a fast-growing, mobile-money-driven betting market, but a uniquely closed one. A presidential moratorium on new gambling licences has stood since 2019, so the regulator only renews existing licences. That makes market entry a matter of acquisition, not application.

Who needs a licence

Any operator offering betting, casino, gaming machines, lottery, pool betting or bingo to Ugandan players needs an NLGRB licence in the relevant vertical; the same categories cover online and retail. Suppliers and manufacturers have their own B2B licences. But because no new operator licences are being issued, a new entrant must acquire or partner with a licensed holder.

The process

Entry runs through acquiring (or partnering with) a licensed Ugandan entity: target sourcing, due diligence, the transfer/partnership structure, and re-papering compliance, which covers NITA-U certification, NCEMS connection, FIA/AML registration and the 25+ age controls. From 1 July 2026, plan for a 30% GGR tax and a 15% withholding tax on net winnings. SMPL Core helps you identify a target, manage the deal and stand up the operation, with an optional platform and payments bundle.

Uganda licensing FAQ

Common questions about getting licensed in Uganda.

Not currently. A presidential moratorium on new betting and gaming licences has been in force since 2019, so the NLGRB only renews existing licences. The realistic way in is to acquire, or partner with, an already-licensed Ugandan entity. We help you source a target, run due diligence and manage the acquisition.
From 1 July 2026 the gaming tax is harmonised to 30% of GGR (betting was 20%), and a 15% withholding tax on net winnings is reinstated. We model the impact on your margins and structure accordingly.
25, one of the highest in Africa. Your KYC and age-verification must enforce it, which we build into the compliance setup.
Licensed operators need NITA-U data-system certification and a connection to the National Central Electronic Monitoring System (NCEMS), plus KYC/AML with Financial Intelligence Authority registration. We handle the certifications and integrations.
The NLGRB licenses sports/general betting, casino, gaming/slot machines, national and public lottery, pool betting and bingo (the same vertical categories cover online and retail), plus B2B licences for gaming-machine suppliers/manufacturers and betting intermediaries. Because no new operator licences are being issued, a new entrant takes over an existing one.
Beyond acquiring a licensed entity, plan for indicative government fees of UGX 10–50M by vertical, licence fees around UGX 10–15M and a bank guarantee of about UGX 500M (~US$135k). We model the acquisition price plus these costs into one budget.
The statutory processing window is 21 days, but in practice entry is driven by the acquisition timeline: target sourcing, due diligence and the transfer or partnership. Plan for several months. We run the deal and the compliance re-papering in parallel to compress it.
