Obtaining a Gaming & Betting License in Nigeria

After the 2024 Supreme Court ruling there is no federal licence. National coverage runs through the FSGRN Universal Reciprocity Certificate, anchored in Lagos (LSLGA), and we navigate the state-by-state maze.

Timeline
Lagos ≈ 4–6 weeks; 2–4 months for multi-state coverage
Foreign ownership

Key consideration: There is no single national licence. Coverage depends on FSGRN membership, and 10+ non-member states need separate licensing.

Nigeria is Africa’s largest population and one of its biggest betting markets, but also its most legally fragmented since the November 2024 Supreme Court ruling that handed gambling regulation to the states. There is no federal licence; instead, operators license through state regulators and the FSGRN reciprocity framework.

Who needs a licence

Any operator offering online sports betting, casino, lottery or promotional competitions to Nigerian players needs state-level authorisation. The practical route to national reach is the FSGRN Universal Reciprocity Certificate, anchored through a lead state, most commonly Lagos via the LSLGA. There is no standardised federal B2B licence; suppliers operate under state schemes plus GLI/BMM technical certification.

The process

Entry means incorporating a Nigerian company (CAC) with local director(s), registering for SCUML/AML and tax, posting ₦100M share capital and a ₦100M bank guarantee, certifying the platform (GLI/BMM), and securing the FSGRN URC through a lead state. SMPL Core runs the incorporation, the Lagos/lead-state application, multi-state strategy and certification, and can bundle the platform and local payment rails.

Nigeria licensing FAQ

Common questions about getting licensed in Nigeria.

No. In November 2024 the Supreme Court ruled that gaming and lottery regulation is a state matter, dissolving the federal licensing regime for the states. National online coverage now runs through the Federation of State Gaming Regulators of Nigeria (FSGRN), anchored through a lead state, usually Lagos (LSLGA).
The FSGRN Universal Reciprocity Certificate gives a national online operator coverage across all member states from a single application. The catch: 10+ non-member states still require separate licensing. We design the multi-state strategy and handle the filings.
Yes, 100% foreign ownership is permitted. You still need a Nigerian company (CAC), local director(s), SCUML/NIPC registration, ₦100M share capital and a ₦100M bank guarantee, plus GLI/BMM technical certification. We set all of this up.
An 11% flat GGR tax applies across verticals from 1 January 2026, alongside a ₦100M annual FSGRN licence fee per category. Stakes are VAT-exempt under the 2025 Tax Act, and Lagos applies a 5% withholding tax on net winnings. Naira volatility materially affects USD-equivalent costs.
At state level you can license online sports betting, online casino, public online lottery and promotional competitions. There is no standardised federal B2B licence, so suppliers operate under state schemes plus GLI/BMM technical certification. National online reach comes via the FSGRN reciprocity framework anchored in a lead state, usually Lagos.
It depends on the state and category. Sports-betting licences commonly run for five years and lottery licences up to ten, while the FSGRN licence and annual fees are renewed yearly per category. We track each state's term and keep renewals on schedule.
Unlicensed operation is illegal and exposes the company and its directors to fines, equipment confiscation and possible prosecution, and payment processors will not onboard you. We get you licensed through the right lead state before you take a single bet.
This page is based on official regulators, gambling-law guides and industry press, including Aluko & Oyebode: subnational gaming framework, Lagos State Lotteries & Gaming Authority, Mondaq: Lagos online sports betting licence 2026. Figures were last verified 2026-06-11; we re-confirm them against the regulator before relying on them for a client.
